come up with は、何かいいアイデアや解決策などを思いついた時に使う表現です。マジシャンのハットから突然ウサギやハトが現れるように、アイデアなどが頭の中でパッと思い浮かぶ、といった状況をイメージすると、この表現の特徴がよく理解できると思います。つまり、そうしたアイデアや解決策に至る経緯や手段などよりも、目の前に現れた答えやアイデアそのものにインパクトがあるのです。
